CPU clock running at a much slower clock speed

I recently built a gaming PC, and after OC my processor to 4.5 GHz. I checked CPU-Z and MSI Command Center and they both said my core clock speed is 2 GHz.
I tried playing Dayz, Tomb raider, and even minecraft and the games run close to the unplayable state (20 FPS) on low settings. While playing a game the core clock speed did not jump past 2000 MGz. With my specs, this doesn't add up.

My specs:
AMD A-10 6800k 4.1 GHz (OC to 4.5)
XFX Radeon R7 260x
Corsair Vengeance 2x8gb 2400 @ 2133 MGz (Don't know why my BIOS crashes at 2400)
MSI ATX DDR3 2400 A88X-G45 GAMING Motherboard

Any help appreciated thanks.

try one of these these
1) The cpu is throttling, try to find an option in bios for it or just change the power options to default
2) try using AMD overdrive technology... Check here---> http://www.amd.com/en-us/markets/game/downloads/overdrive
3) the last option is that if everything fails... first try to uninstall the graphics card software completely and then install it again...
(i tried option 3 for my PC and it solved the problem for me)
4)open task manager on your PC and go to the details window... see which application is using the CPU, Click on that and End task.... remember Don't turn off microsoft apps or Amd apps!
(option 4 always works)


I dont think thats the problem, my temp while playing games doesnt go over 32 c and while idle it is at 28 c and i am using a cooler master heatsink
