Question CPU clock speed drops down to 0.39ghz when running any games ?

My issue is similar to https://forums.tomshardware.com/thr...-when-opening-valorant.3756403/#post-22649342 but I cannot try his solution because the software is incompatible with my cpu(amd ryzen 5 4600H with radeon graphics)

When I open valorant or any games my cpu's clock speed drops down to .39ghz, if I minimize it for a bit the clock speed goes back up. I'm extremely confused. I screen recorded it: https://www.dropbox.com/s/q7bju5ic0irpeg8/YYunkhWo7M.mp4?dl=0

But anyways, this is a recurring problem that I could usually solve by unplugging and replunging my laptop in but this time it refuses to fix itself, it's been a few days since then and I don't know what to do.
 
"Are you running any gaming software on your computer? Anything that promises to boost performance?"
Did you anywhere in any software set an option "game mode"?

Is your laptop still charging while plugged in?

No gaming software was running and the laptop was charging. When I do the same thing with it not charging it gives me a consistent 30fps in valorant. Plugged it the fps fluctuates incredibly.

It fluctuates between single digits(like 3 fps) and like 40 fps but sometimes goes up to 140ish fps. It changes very fast and is very choppy/stuttery. You can see the fps fluctuate at the top left of the screen recording I took, the link is in the initial post. Also it seems that if i play unplugged, no matter what game it is my fps is capped at 30
