That is what is known as a BTX motherboard. They placed the expansion slots above the I/O which is the opposite of ATX. This means that cards are still oriented the same way as ATX, so larger cards will always interfere with the CPU cooler.

Can't really say much on the CPU cooler, OEM systems often use proprietary mounting, and almost any cooler is going to have a similar problem.

I wouldn't trust the PSU to run an RX480 either. Going from a 75W card to a 150W card is just asking for trouble. That PSU is proprietary, so replacing it is not really an option.

You probably don't want to hear this, but it is time to retire that system entirely, anyway.

Welcome to the forums, newcomer!

You might want to stop with upgrading the platform in general. Either drop the money towards a new platform or find the exact same dimensioned GPU with a latter generation GPU die on it. Last I checked, most of the prebuilt cases from that era had standoffs built into the case and it also catered to the CPU cooler as well. SO if you want to change the cooler, you'll need to change the case too. You can confirm this by trying to remove the board from the case without removing the CPU cooler. If the board comes out without a fuss, you could look into a replacement cooler ion the LGA775 mount/socket.

BUT, you'll be wasting resources behind that platform. I said resources since money, time and energy.

If you already have the RX480, it is a good place to start. You can build a relatively cheap platform to go with it.

There are also vastly newer OEM systems out there in the used market. Skulking around on ebay for old gaming PCs can also yield surprising results as well.

A bit tricky to work on, but this guy is selling a small form factor i7-7700k 32GB RAM, 256GB SSD, with GTX960 for only $250, or best offer.
