CPU cooler for haf xb evo + 200mm fan and airflow quesion

I an looking to build my first pc. I am using the cooler master haf xb evo for my case and I need a cpu cooler that is compatible with this case while using a 200mm fan in the top (the cooler needs to be under 155mm). I would like to overclock an i5 6600k up to maybe 4- 4.2 ghz. I would Like the price to stay under 65USD. by the way tell me if what I'm asking is just insane .

I also want to know could I run the 2 120mm front fans and the 120mm rear fan as intake and use the top 200mm fan as exhaust?

Cryorig h7 - no point looking at anything else.

& no Mate , keep both rear & top fans as exhaust - putting the rear as an intake will conflict directly with the CPU cooler.
