Question CPU Cooler spins up and doesn't stop ?

Whenever my CPU heats up, the fan starts spinning crazy and even when the CPU goes back to normal temps (37 C) it continues spinning at the same speed as when it's hot.

If I reboot though, while it's doing this it goes back to normal speeds.

CPU: i5-12400F
Motherboard: Colorful Battle-ax b660m-d pro v20
Ram: 16 GB 3600 MHz CL17
SSD: 1 TB, 250 TB (windows), 120 TB
HDD: 1 TB
GPU: Gigabyte RTX 3060
PSU: neo eco gold zen 600w
Chassis: 2E Gaming PC CASE RECANO G3403 (ukrainian company i think)
OS: Windows 11 22h2

I tried to update BIOS, but it said it failed and I couldn't get it to work, even using their guide.

Also turns out one of these updates I can’t even access.
