Plan to build a system with the following specs

AMD X2 4200+ --- NO overclocking
PC 6400 - 2x1 GB DDR2
X1900XT 256 MB PCIe
2 x 320 GB Seagate 7200.10 SATA II
Two optical drives

Case is a Cooler Master Centurion 534 with

One 120 mm front intake fan
One 120 mm rear exhaust fan

Would I need a CPU cooler if I don't overclock? Would the stock cooler be sufficient?

What power supply for this rig?
 
Eh i would say more like 500watt. dont get the bare minimum ever you might want to upgrade someday over powering your computer with a high watt psu does nothing bad underpowering it does alot of bad bad things. make sure its a true power IMO you shouldnt get anything under 550 anymore. You can use the stock if you want. I wouldnt but you can if you want. It will stay within specs for temp's
 
Yes, you need to use a CPU cooler whether you overclock or not. The stock cooler works just fine.
As for the PSU, a popular choice is the Antec TruePower (not Smartpower) in either 480 or 550w flavors.

The dual 18 amp 12v rails will give you plenty of power.
