[SOLVED] CPU does not exceed 3990 Mhz core speed under Load, expected result was 4200 Mhz

Hello, good afternoon, im overcloking my CPU, an intel I5 - 7600k, and i have notice, when using stress test programs like CINEBENCH, or just playing games, that my core speed does not pass 3990 Mhz, when i have 4200 Mhz as Turbo Mode Target.
Funny enough, on ilde, it reaches about 4120 - 80 Mhz, so that proves it can go to that speeds?

4200 Mhz is the default value for the Turbo Boost, I have only changed the cores to Sync and used the same ratio (42), with the BUS Speed at 100.

I had, just to test, revert back to the default values, and this still happends, it never goes beyond 3990 Mhz...

Temperature wise it not exceeds the 50ºC, with an usage of 1.080 - 1.120 V of core voltage.

My MotherBoard is an Asus H170-PRO.

4.2 single core, 4.0 on 4 cores so nothing is wrong.

Just one more quesiton, would at least the XMP work in my case?
I have tried, the only thing i gain with it was more power consuption wich result +10ºC on the cpu. haven't fully tested it out yet :/
XMP is for the memory.
