CPU Fan Concern

Hi, I am using an xp2600+ (socket A) which i intend to overclock to 2.4ghz. My only problem is heat, the stock hsf is absolute crap! It runs at about 5400rpm all the time, and it sounds like a hairdryer, no joke. So i am thinking about buying this

If my cpu fan runs at 5400rpm, will this fan run at 5400rpm also?
because the noise readings are for 2300rpm, and i cant adjust my speeds from my bios, and no programs i have tried can change the cpu fan speed. How will this work? Does anyone have any other suggestions?
 
the fan will only run at the speed it was designed to run, so 2300rpm. If looking for something quiet, look at the noise level ratings. 25dba is not too bad. 18 to 20 is almost inaudable.
 
i have never heard of spire. 7.99 sounds pretty cheap to me i really don't think it is an upgrade from your original cpu fan. I would at least go with a thermaltake or a zalman, or something along those lines. I am not saying to buy their most expensive one, but i would say at least their $20 dollar range.
