CPU Fan Runs and Stops with GPU after Accidental PCIe WiFi Card Removal during Windows Restore

After many attempts to diagnose the issue, I really need some help here. Here is the the issue described in sequence:

System specification:

4 GB DDR3 RAM in dual-channel mode (2GB each)
Intel dual-core E5700 CPU
Zotac GT 440 1GB Synergy edition GPU (minimum 300 watts)
Corsair VS 450 PSU

- While Windows 7 was restoring on my pc, I accidentally hit the antenna of PCIe WiFi card installed on 1x and it came out half off the slot.
- PC shutdown occurred instantly due to this (or maybe Windows restoration process did it, I am not sure).
- I tried to restart my PC but it did not. All other fans (CPU, Chassis and PSU) spinned for half a second and stopped. GPU fan did not spin at all.
- I removed GPU and tried, my PC booted without GPU only.
- I monitored the voltages of my Corsair VS (450W) which are as follows:

+12v
12.35 to 12.38 (BIOS mode)
12.39 to 12.43 (Windows mode)

5V
5.20 to 5.24 (BIOS mode)
5.21 to 5.25 (Windows mode)

3.3V
3.47 to 3.49 (BIOS mode)

To make sure if the PCIe 4x slot was not dead. I seated my WiFi 1x card on it and it worked.

Finally, I also tried to boot my GPU in another motherboard with a local PSU on which it used to work earlier, but PC did not boot (same short fan spin and stopping occurred).
Note that this PSU caused Windows shutdown at logon when I last used it with my GPU that's why I had to buy Corsair VS450.

I tried this GPU on on shopkeeper's MoBo, same thing. It's good to note that his PSU was also llike the one I used earlier.

I really want to know what's going on? And what can I try before I really have to purchase any new hardware. Please help me out.
