Question Cpu fan won't spin without being pushed

As the title says, the fan won't spin without physically being moved. It does half a spin when booting up, and then stop.
Is it something I can fix? I prefer to try something before buying a new cooler.

Hardware related:
cpu: Ryzen 5 3600
Motherboard: Gigabyte b450 Aorus M
Cpu cooler: ANTEC A30 (3 pin connection)
Fan mode set in bios to 'PWM' (it give higher rpm when spinning)
 
Do you have the fan connected to the CPU_FAN header on the motherboard? For all intents and purposes, that cooler shouldn't even be on that processor. Also, why aren't you working with the stock cooler? You spent additional money, on a cooler, that wasn't needed.
Cooler is connected to cpu fan header, and I had it from my i5 2400 pc. I replaced from the wraith stealth because it was very loud when the fan was spinning (not max rpm)
 
Just get a new fan (not necessary to replace whole cooler).
Any standard 90mm fan will be compatible. You can get 4pin PWM fan and it will be properly regulated.

BTW - if you're using 3pin fan, then you should not use PWM setting in BIOS.
Thought about getting a new fan for it.
Why shouldn't it be on pwm? I know it will not work as intended, it's just this give me a higher rpm rather than voltage mode
