Which is the lowest end CPU that I can accomodate with my GTX 1660 with 0% Bottleneck? I mean like last generation of Intel CPU'S that doesn't not cause any bottlenecks and the most cheapest AMD cpu that can run the 1660 with 0% bottlenecks?
It's an old VGA monitor 4:3 aspect ration 1400x1050 max resolution, 60hz monitor. FmlAny system can bottleneck in certain circumstances. You want a good balance between cpu & gpu.
What resolution and Hz is your monitor, this can have a big impact on target FPS and therefore cpu requirements.

Crazy to buy a 1660 for such an old vga monitor. Not to mention that none of the new cards output vga signal so you would need to spend extra on an Active HDMI/DVI/DP to VGA adapter
