Hello, im looking to get a new CPU and also later GPU. These are my current specs:

CPU: Intel i5-4670K
Ram: 8gb ddr3 ram
GPU: 970 gtx
PS: 550W EVGA G3
Mobo: asus z87-a

I recently started streaming and i will continue to do so in the future. I also like to game without streaming too. I've been given the advice to just get a used 4790k and another 8gb ram stick and wait for future CPU's to maybe upgrade then, since a full system upgrade is needed if i were to get a 8700k for example and it's really expensive. Since it's black friday right now and cyber monday around the corner, i was wondering if maybe i should go for a ryzen CPU instead if i want to do a lot of streaming? Either new or maybe get a used one. It might be better for streaming to have more cores/threads than the 4790k 4 core 8 threads. On the other hand, the 4790k is really nice for gaming still and you can overclock it to 4.6 ghz most of the time. Im not sure though.

Any suggestions?

I'd go 2700X (or 2600 if budget is tight), B450 Motherboard & 16gb (2x8gb) DDR4 @3000mhz. This would give you a solid gaming/streaming build without the high cost of a 8700K/etc. Plus AMD is using the AM4 socket until 2020 so it gives you a better upgrade path.
Both are decent options. High-end Ryzen upgrade (and sell your current stuff), or incremental upgrade to get some more i7 threads. Really depends on how much you'd want to spend in the end.

What is the performance difference between 2600 and 2700x, does it really help streaming that much to get those extra 2 cores? also why not 2600x?

I can get:

AMD AM4 Ryzen 7 2700X
ASUS ROG STRIX B450-E GAMING
HyperX Fury DDR4 2666MHz 16GB

for 690$ right now as an upgrade package, seems pretty good to me. On the other hand i can get

i7-4790k
16 gb ddr3 2400 mhz ram

for 290$. But maybe im better off with the higher core count in ryzen CPU's. Or just go 8700k for 1000$ but its not that much better performance than 2700x.

The price difference between the 2600 & 2600X is like $50+ which could be spent on a better cooler, as for the 2700X the cooler that comes with it is excellent and it's not just the two extra cores but also the 4 extra threads.

If your money can be better spent somewhere's else then the 4790K would be a bit better but in the long run the 2600/2700X is a much better option and price to performance is much better then the 8700K. On your Ryzen upgrade though you'll want at least 2800mhz or faster up to 3200mhz as there's a noticeable performance difference with Ryzen.

I'd get a Ryzen 2600 or better. Bottomline, for me, is that gaming + streaming is a modern thing in terms of computer use. Yes you could use an older i7 but that's a halfway measure. A newer system will be more robust and you'll put that to good use streaming.

If you are on a tight budget and are willing to make compromises on your stream to keep performance up, then an i7 would be the best move. If you want the ability to stream any game, including any new game that comes out and is popular enough to be worth streaming, then you'll want the newer system.

So can the 2600 ryzen be overclocked with a good cooler to match the performance of the 2600x?

I can get a 2600 ryzen, 3000 mhz 16gb ram and a b450 motherboard for 510$. Maybe i will go for this, its a pretty good price right?

Yea that would be good.
