CPU Frequency Issue

I have a Intel Core i5 4590. On every single software, BIOS, CPU-Z, Intel Tuning Software, etc; it shows my frequency to be .8 GHz.

It should be 3.3 GHz I believe. My computer runs smoothly through normal tasks so its fine there, but when playing games it really suffers. If your familiar with the game League of Legends or not, it's not an intensive game.

My FPS range from 60-15. Strangely enough, the FPS does not change from graphical settings, on low or high it remains the same. It should really be more like 100 I would think.

Something else to note is that on the Intel Tuning software, it says thermal throttling is at 100% . Not sure why though my CPU sticks to around 34 or 35 degrees Celsius.

I know my processor cannot be broke. That's what I thought last time I had an i3, It also always showed .8. Strangely enough

I'm not sure whats happening and on past threads I haven't been able to figure it out hopefully I can get an answer this time.

My Rig
Intel Core i5 4590
8 GBs of RAM
NVIDIA Geforce GTX 660
 


On stress tests and bench marks it always remains the same. I've checked power saving settings and yes, Speedstep is enabled.

 
Enable throttling in the graphs and then post a picture of XTU. Unless you run Prime95 Small FFTs while using the stock cooler, throttling should be 0%.

It's a MSI Gaming 7 LGA 1150

Also I'll look for those settings can you say where they are?
 


My BIOS as been updated several times, and yeah I do have Windows 10

 



Can you tell me where to find this slow mode???
 
I just ran into this same issue and just flipped this switch on my MSI Gaming M7 board. No luck. The PC has been rock solid since I built it in May and two days ago this issue started.
