CPU & GPU @ 70%. Whats my bottleneck?

Hi everyone When I play Mafia 3 my gpu and cpu both only hit about 70% usage each which is fine most of time because I get 60 fps but when it dips down to 35 fps i can really feel the difference but my gpu and cpu usage only hover at about 70%. I think my 1600 mghz ram is bottlenecking my system. Can some one provide some insight on how can I increase cpu usage and get more minimum fps. I tried overclocking my 3770k more but got no fps increase. Should i just buy new 2400 mhz ram? or will have to get a new cpu as well?

I7 3770K @ 4.2 GHZ
GTX 1080
16 gb 1600 mhz memory
gigabyte z77-ud3h motherboard
intel 120 gb ssd
1tb HDD 7200 rpm HDD

D3D11: 38 FPS
GPU usage: 72%
Total CPU Usage: 66%
CPU 1 Usage: 86%
CPU 2 Usage: 53%
CPU 3 Usage: 67%
CPU 4 Usage: 68%
CPU 5 Usage: 64%
CPU 6 Usage: 57%
CPU 7 Usage: 60%
CPU 8 Usage: 75%

Ram usage: 8593 mb

I have a high end 850w 80 plus gold certified psu.

should I enable performance mode or disable it?

Enable performance mode. Sometimes Windows power saving stuff ruins gaming performance. Bios stuff can do the same.

Does it do this in other games or benchmarks? From what I remember mafia 3 was a crappy port, it could just be that the game cant properly utilize the resources available to it. I highly doubt faster ram is going to help you.

Performance mode did not help.

this happens to me in tomb raider assasins creed, deus ex. mostly newer games like that.

That 70% figure, are any of the cores maxed out all the time? It is actually pretty hard to get a 4c/8t CPU to run 100% under normal usage.

For instance, on this laptop I have a dual core with hyperthreading. A maxed out core shows as 25% exactly total.
