Question CPU/GPU lower usage

Have one question if someone can help me. Why in games my GPU and CPU are not near max usage? I have 7800XT and 5700X3D.

I have 7800XT and 5700X3D.
A PC is built with more parts besides the CPU and GPU. When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

CPU cooler:
Motherboard:

Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time. Please include the title to the game you're taxing the system with and if the same is seen on other titles(to rule out a badly coded title).

GPU isn't working hard because it's overpowered for the game (and settings) you're using.

CPU isn't 100% usage because...core sharing(?), game engine limits(?), etc etc.

Few games can effectively use more than a handful of threads.
Most depend on fast performance of the single master thread.
One fully loaded thread will show up as perhaps 6% utilization of the total.

You are playing WoW, which only uses 4 cores. WoW can fully utilize that GPU, depending on resolution, settings, and the zone you are in, but I have not found many zones that would fully tax my RX 6800 even at 1440p. Emerald Dream could, due to an environmental setting, that handles fog effects.
