Question CPU/GPU usage spike/lag on booting up

Hi all,

Very recently been experiencing almost on a daily basis, very laggy cursor movement / screens going black and back on when turning on the PC. The lag/flickering will be constant and the issue never resolves itself unless I restart (once, sometimes multiple times for it to work as normal). When it does boot and no issues experienced, it stays that way until i turn off / restart. Its like some boot sequences are doomed and its not consistent.

I've recently re-installed a fresh copy of windows 10 as I recently upgraded my mobo & psu. I even overclocked my CPU slightly to 3.85GHZ just this week to see if any difference to this issue, and nope. My CPU temp idle is 25 degrees celsius, mobo is

Temps observed using HWiNFO64:-
CPU - 24 Degrees Celcius
CPU Socket - 26 Degrees Celcius
Motherboard - 27 Degrees Celcius
Chipset - 28 Degrees Celcius
GPU - 57 Degrees Celcius

When viewing task manager, the usual culprits taking up all my CPU & GPU power are applications like 'Desktop Window Manager', 'Chrome', & 'Spotify'. Hitting 90% + usage. Screenshot below taken when lag is going on..

Latest BIOS update/version on your motherboard? Are the rams running at those advertised speeds with X.M.P enabled or manually set in BIOS? Did you recreate the bootable installer using Windows Media Creation Tools?

Hi Lutfij! Thanks for your reply. I am on latest BIOS, version 3003. My Ram was running at 2133mhz when "automatic" in AI Tweaker, they have always been like this, ive never tried to alter their speed before.

I just tried enabling D.O.C.P Standard after reading your post, and selected the only profile that showed to run at 3000mhz as advertised. When saving & restarting, my PC began making numerous beeps, restarted once or twice then finally below screen appeared stating my memory settings have been reset due to failure when booting.

Confirm that I downloaded windows media creation tool directly from MS last week for the fresh install
