Question CPU/GPU utilization and temps low when playing games ?

Hi,

System information:
Cpu: Processor 11th Gen Intel(R) Core(TM) i9-11900KF @ 3.50GHz, 3504 Mhz, 8 Core(s), 16 Logical Processor(s)
gpu: nvida 3080 ti
32gb ram

game: escape from tarkov (yes i know the game is poorly optimized but that doesnt justify why my temps/utilization are so low which results in lower fps.)

Example:

I average 60-80 fps when it should be 100-120 fps. My gpu I have seen it only reaching a max of 58 degrees and my cpu a max of 45 degrees.


Any ideas?

Happens in all games now. GPU and CPU utilization still only reaching 30%-40%.
