I've been trying to diagnose whether this CPU issue is the pump or contact degradation over time. On a cold start to BIOS it will ramp up to 115C (at a rate of about 0.5C per ~1-2 seconds). Any thoughts?
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

That's a sign that your cooler is incapable of cooling the processor. You mentioned a pump, how is your watercooling loop's pump or AIO oriented in your build?

However, 115°C is far hotter than Intel's Tj Max Specification, which is 100°C. Unfortunately, your Motherboard manufacturer has included a Tj Max adjustment in BIOS that allows Intel's 100°C limit to be exceeded, which is a glaring issue that's always an extremely bad idea. Increasing Tj Max also voids your CPU warranty.
Before continuing to troubleshoot your cooling problem, please go into BIOS, find the Tj Max setting, and restore it to Intel's correct value of 100°C, so as to safeguard against permanently damaging your processor.
