I've been trying to diagnose whether this CPU issue is the pump or contact degradation over time. On a cold start to BIOS it will ramp up to 115C (at a rate of about 0.5C per ~1-2 seconds). Any thoughts?
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

That's a sign that your cooler is incapable of cooling the processor. You mentioned a pump, how is your watercooling loop's pump or AIO oriented in your build?
