CPU High Temps

Hello all, i have been having a hard time figuring out why this is happening. Basically, a few months ago my I7-960 was running at 29c with discord and youtube open ect... but now, my cooler, the Hyper Master 212 Evo, is at 1400rpm and cpu is at 45c with the same things open. So i replaced the thermal paste and cleaned out all the dust with no improvements. I honestly don't know what is going on.

Well 45 c is fine, so I would not worry.
Maybe the initial temps where wrong.
I would only worry if the temps go over 65 degrees.
