Hi guys I've noticed that my system (i9-9900k not overclocked) is idling at 56-60 degrees even if I have it water cooled (Corsair H150i) and my ambient temp is 31 degrees Celsius. Is this normal?

Welcome to the forums, newcomer!

Make and model of the case the build is residing in and the orientation of the AIO with regards to the case? How are the fans oriented in the case? Make and model of your motherboard? BIOS version for your motherboard?

Thank you :) Here is my pc specs

Case - Corsair Obsidian 500D SE
MOBO - Aorus z390 Pro
Fan orientation - 3 front fans (front mounted radiator) and the rear fan is intake while the 2 top mounted fans for exhaust.
OS - Windows 11
GPU - RTX 3080

I'm in the Philippines so the climate is kinda hot in here. lol

You might want to reverse that rear fan to exhaust. If your pump speed is adjustable you can speed it up at idle.

My mistake the rear fan is also for exhaust. 😅

I just decided to reapply some new thermal paste and the temps dropped to 38 degrees on idle. I just wondered it is that fast how thermal paste starts to dry up.

It shouldn't be. It's also possible that the act of replacing the thermal paste naturally resolved another possible issue, such as a mount that became very slightly loose.
