CPU Idles at Full Clock Speed After Installing New Copy of Windows

I built my computer on a budget and was using an illegitimate copy of windows, (shame on me, I know) however it was time to upgrade to the real deal. A friend of mine had a copy of windows 7 professional from an old computer that doesn`t work, so he gave me it.

After installing the new copy the CPU idles at full clock speed (4017 MHz) constantly, and the temperature fluctuates between 60 and 70 degrees.

Before the install the CPU idled at a much lower speed, not exactly sure, but under 2000 MHz. CPU temperature was also much lower, around 10 to 15 degrees.

Anybody know why this is happening?

Core Temp is the program I use to monitor my CPU.
AMD FX-4150 4.0GHz
Windows 7 Professional 64-bit
