I have found this (https://www.pccasegear.com/products/33743/cougar-700m-esports-edition-laser-gaming-mouse-black-red) which in my opinion is very bizarre, What does this 32-bit ARM processor do for it? Where do the mouse data signals go to? Is it still the Southbridge or what?

Solution
Pretty much every mouse has some sort of CPU/microcontroller in it.

It is there to convert the optical/laser/rolling ball signals into USB,PS/2 ones and well as store and execute macros and change DPI settings.

Obviously it won't everything for every mouse just the ones with those features.
