Question CPU Is throttling and Temp Monitoring breaks after a while ?

I have been having a really strange problem I have been unable to solve. I even did a clean fresh install of windows and the problem is still occurring. After a while my monitoring tools like adrenaline,icue,hwinfo etc just breaks. All CPU temps freeze and don't update including power etc. Task manager shows the CPU running below base speed even under full load so it's being throttled. I can't for the life of me figure out what is causing it. It's obviously a hardware issue. I sent dxdiag and msinfo to AMD and they said everything really looked good. I attach a video I made showing the issue. Please help me. I do not want to have to buy a new motherboard and CPU. Before everything breaks my temps are perfectly fine so it's not overheating.

It seams like your BIOS is showing wrong data or some sensors are not working properly. Is your BIOS up to date ?
Windows power Plan maximum processor state at 100%, ?Even at 99% it wouldn't allow frequency above base speed.
Are boost and PBO enabled in BIOS ?
