CPU led on and no display

Hello, im have searched trough toms hardware to find fixes for my pc before but this time i cant find a solution anywhere

My problem right now is that i have been using my pc for about 2 weeks with no problem until there was a power outage
I turned it back on and the fans start spinning and it looks like its fully powered on but there is no display on screen
I noticed the cpu led light is on as if it wasnt detecting a cpu

Everything but the motherboard were bought new with only about 6 months of use

Things i have tried:
Changed GPU
Tried the onboard GPU
Brand new stick of ram
Changed monitor

Im thinking of getting a new mobo since i asked a pc tech and the person said it couldnt be the cpu (then again he said it was ram but didnt work)

I would like to know if there is a fix or if i should get a new mobo or CPU

My specs:
GPU- PNY GTX 970 4gb
Ram- DDR4 (2×4) 8GB KINGSTON Hyperx fury 2133 MHz
CPU- i5 6600k 3.5 Ghz
Motherboard- MSI Z170A Gaming M3
PSU- EVGA 850W GQ semi modular

 
Ok so i changed the psu cables and where it was connected (changed it from cpu1 to cpu2 on the power supply)
But the cpu light was on for a few seconds then turned off after it fully turned on
Is that normal?
Edit: i restarted the pc it turned on for about 5 seconds then it turned off by itself
 
on a standard mb the eps plug can be four or eight pin connector. cpu1/cpu2 are the eps cables and get power from the same place in the power supply. when you pulled the cables you did a reset of the mb and power supply till you powered the mb up and it shut down for dead short.

It was not the psu it was the mobo
I sent it to a tech and the problem was the capacitors got damaged
I made sure to buy a battery back up this time
