CPU Load Is Always High need help

Sooo A Problem of me is i Have an A4-3400(it's my first system but i have an ryzen 3 Now)
The Games I Played Before is Just League Of Legends, 30-40Fps in That it never go down 20s
but Now it's At 0-9Fps, What's The Problem in this? And Whenever I Play The CPU Load is Always At 90%, Please Help 🙁

ASUS F1A55-MLK R2.0
Built-In Graphics Card
160G Seagate HDD
And A 4GB Kingston Ram 1600

Update: Even When I Play The Ram Using It's Maximum Memory
And Whenever I Play I Always Open Chrome, But It's Always Fine When I play and open chrome at the same time, soo what is real problem here?

4 GB of RAM is a tad low for most Operating Systems today, save for Linux...

First, are your temps under control? (AMD Overdrive)

When at desktop, with no browser open, and Windows updates all done, what is percentage of cpu utilization show under task manager/processes, or task manager/performance? (Dual core systems can easily show 40-50% usage during Windows updates, downloads, etc...)

Might also run both a precautionary Defender scan, and Malwarebytes Antimalware scan, just to make sure nothing hostile might be robbing you of available CPU usage, like a hostile download that appeared legit, but was actually a botnet or bitcoin miner, etc..

So While Im Downloading The AMD Overdrive, Under Task Manager The CPU is below 50% Usage i Saw an 52% but i think That's The Max
Maybe It's The Hostiles But im using an ESET NOD32 AntiVirus So I'm Scanning Now


Update: So Im Literally in Heavy Load Now Cause Im Downloading And Scanning Some Files Soo The CPU Usage is At 70s High It Peak At 100% Usage

So I Just Finish Downloading The Overdrive And I See The Temps Is Under 60s'C
I Always See The Temps is Betweem 56-59

UPDATE: Is It Normal To See An 822MHz While The Target is 2700MHz?
