Cpu locked at 800 mhz and low volts.

i have an i5 2400 with gigabyte h61m ds2. it stucks at 800 mhz speed with x8 multiplier. in the bios, the multiplier is locked with 31 multiplier, so i can't change it. the memory is also locked at 600 mhz, i'm using windows 10 64bit, with high performance power plan. please help.

Hm no chance to reset mobo entirely for defaults?
