Hello!
About a week ago I noticed that my computer started running alot slower than usually. So I checked my cpu speeds in the task manager and noticed that the cpu is running at 1.39ghz when its supposed to be running at 3.5ghz. I also noticed that when I try to play games or if I perfom a cpu stress-test, it doesn't ever go above 40% load.
I even bought an SSD today to see if that was the problem and reinstalled windows on it, but no difference.
When I enter windows safe mode however, it runs at normal speeds.
I have pretty much tried every solution that I could find online but nothing works. The cpu is cold (around 11 degrees idle) and i've disabled all power saving in BIOS. Do you guys have any ideas? Is the hardware done for?

Ram: 16gb DDR3
