[SOLVED] CPU never reach target speed on OC

Idk why my cpu never reach the target I input on the bios, last time I input the target to 3.8 GHz but the clock speed roams around 3.75 GHz

Max boost speed for that CPU is 3.7GHz so everything over that is a bonus. Ryzen doesn't OC very much, only really golden samples can OC all cores above official boost speed for one core so you are already doing quite well if it can run all cores at 3.775GHz.
Results are also subject to good cooling, 80c+ will also throttle it down and prevent OC or boost to give it high voltages.
