CPU not good enough for GPU? (Bottlenecking)?

Hello,

This is my first ever post on this website, although I have used it to research many things.

I come with an issue perhaps

My issue is that I feel that I am not able to play the Witcher 3 Wild Hunt appropriately given my specs.

My Specs: (please tell me if I miss something or you need more detail, again like I said, first time posting something)

ASUS Desktop PC CM1730/CMI830 Series
AMD Phenom(tm) II X4 965 Processor 3.40 GHz
12.0 GB (RAM)
64-bit OS
NVIDIA GeForce GTX 960 (It is the FTW edition)
500w Power Supply

Previously I had a Geforce GTX 750 Ti, but I switched to this, and I thought well this should be a lot better according to this chart: http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-650/performance

I'm playing on High Graphics not Ultra by the way, full screen 1920x1080p, and I just have been experiencing a little lower framerate than I am happy with, especially in super populated cities in the game with a lot of people walking around. Also, I can only really see the framerate issue slightly in other games like for example Assassins Creed Syndicate, it seems to run better.

Like I said, I've researched this, and the term bottlenecking keeps coming up. Apparently it has something to do with your CPU just not catching up with your GPU and not preforming as well.

Is this my issue? If so, how does one go about fixing such an issue? Is it a problem with the CPU? Should I use a better form of cooling perhaps like liquid?

Sorry, long time AMD user here but I'm sure that NV has same features as AMD control panel. If you don't mess with OC features nothing will change.
FRAPS can monitor parameters in OSD right on the screen while you play or run benchmarks.

So I know how to monitor CPU in like task manager, but how do I monitor my GPU? (I can hear the fans going faster sometimes, but is there a chart in a task manager or something like the CPU has?)
 
Unfortunately Windows have no direct way to monitor GPU usage but control panel for your GPU drivers may have something. Most GPUcentric benchmarks have that too.
Graphic card makers also have monitoring tools, like MSI Afterburner for instance. EVGA_PrecisionX, GPU-Z has some of those functions. OCCTPT has resting, benchmark and monitoring.
http://www.fraps.com/ is also dedicated to measuring performance while playing. Some games have that option in their settings.

I must ask, do you have an NVIDIA Graphics Card? Could you help me navigate through the NVIDIA Control Panel? I downloaded Fraps, and I also have a program that got installed with my Graphics card called Valley Benchmark 1.0, I believe that monitors frames and stuff but i'm not too confident in my ability to use these types of things, also I do have EVGA Precision X, although I don't fully know how to use/monitor that either.

I may sound super stupid but I know with like the Precision X you can mess with overclocking and I don't wanna accidentally hit something I shouldn't.
