Question CPU not meeting standards

My CPU has pretty much always struggled at keeping up with games. Everything will run fine and smooth, good temps, good usage percentages, but the moment I start up any game i'm being throttled at 100%. Now I just assumed my CPU was just low end by now and maybe I should upgrade, Ill watch some benchmark videos to prove my hypothesis. But I was wrong. Other people with a PC spec'd almost exactly like mine are doing SIGNIFICANTLY better. During COD Warzone, 1080p and the very lowest settings ill get about 45 fps. While this PC is getting 60-70 fps on high settings.

cpu/gpu temp and usage during the game?
ram/ssd/hdd usage?
malware scan the system?
