Cpu not working

ive had a I3-3225 for about 9 months now and I had a problem with the cpu heatsink fan so a website told me to avoid overheating take out the cpu fan then the cpu the problem was the cord wrapped around the blades and stopped the fan from spinning but after letting the cpu cool and after putting it back in correctly and put the cpu fan on it powers on for about 20 seconds and then turns off as if the cpu isn't recognized nothing comes up on the display either thanks

Turns out right when I took it out a pin snapped so its not working right im getting a new motherboard and processor anyways is there anyway to tell if a cpu is fried it doesn't seem to look any different from when I first built the pc except for the thermal paste is dried up

I dont want to insult your ability to work on computers, but re-installing or installing a cpu needs to be done correctly. if you could please give me a brief run down of each step you took re-installing, i may be able to point out your flaw. just give a steps list and make each step short but with detail. no fluff. it will help the community here figure out what may have happened.
 

The cpu can only be installed one way its in right the computer was turned off for 30 mins then turned back on and it worked fine besides a major decrease in performance so I took it out and now it doesn't work at all
