Just some advice: Try and stay away from buying "custom" builds, especially if they have liquid cooling. if your going "custom", try building it yourself so you know exactly what parts are in your system and not relying on someone else's word for it. I've seen people get ripped off buying a custom PC, in which it either breaks down in a few months, or the parts were not that good.
As far as your issue, Corsair Liquid Coolers tend to fail a lot if not properly maintained and cleaned, in which then will cause issues and overheat the CPU. You have to give the Radiator maintenance, or else you'll have a huge mess. This becomes a nightmare for someone who may not be tech-savy.
