So I want to preface this by stating I had absolutely zero cooling issues before I replaced the CPU. I could play very intensive games and put the system under load, but my CPU would rarely crack 30% utilization and the core temps would be mid 60s, socket temps mid 40s.
Yesterday I removed my RTX 3080 and replaced it with a RX 7900 XT. After the install, during which I did not nudge, tap, hit, or otherwise touch my cooling system, the CPU core temps will hang out in the 70s with just a web browser open. Attempting to simply download DD2 off of steam spikes the CPU temps to nearly 100. CPU fan is constantly being shown at 100%. Socket temps are higher than normal, but not spiking like core. I don't really have any reason to believe that it's a thermal paste issue, as the CPU has been performing optimally under load right up until the install occurred. Interior of the case feels totally cool. GPU has never been put under load, so I've not yet seen the fans spinning on it. If they were, they exhaust away from the CPU.
At one point last night, I thought the whole system was fried, as it would give no video on boot and only RGB on hardware. I left it unplugged all night, popped out CMOS for about 8 minutes, and then I was able to get back to the desktop. Currently, I have it off again as the temps were climbing even faster than normal.
Is this a power thing? Is it a BIOS thing? I haven't overlocked the CPU or GPU at all, so I'm just struggling to find an answer here.
