CPU performing badly. Is it broken?

In many of my games I play on my newly built PC, I get framestutter and microstutter and bad performance around buildings. In like an open field I get the expected fps but as soon as I step into anything where their is some sort of structure I get micro-stutter and just alot worse fps no matter how populated or what. Even the smallest village or the biggest city. Please help.

I get frame stutter and less performance than others in all games I play. I play cs:go Insurgency WoW H1Z1 and thats about it. Specs are ASUS STRIX GTX 970 AMD FX-8350 x2 4gb 1333 mhz ram oc to 1600. Rosewill capstone 650w 80 plus gold. Msi 970 am3+ gaming motherboard.
 
I dont see where a problem would be spec wise, and i can see h1z1 mainly because its alpha. WoW got updated and can be quite demanding, it got my 7970 to peak at 85% use at some points. I had a 8320 oc'd to 4ghz and saw no problems myself in wow. did u try turning v sync on?

Do you think my parts could be damaged?
 
I would use some monitoring programs to see the usage of the cpu, gpu, etc, along with voltages and temps. You can try lowering the settings and see what happens, try a different monitor if its that.

For the ram you can run memtest86, for the cpu and gpu would need to test in another system, which is harder for the motherboard and cpu. Could be the psu, but shouldnt based on wattage and that the psu is fairly good.

you have up to date drivers?

Yes. I bought Drivermax and I downloaded the most recent Display Driver from geforce. Every thing is up to date. First my cpu was throttling but that was do to a crappy motherboard on my 8350. I then replaced the mobo and now im getting stutter.

As i said h1z1 is still alpha and wow and cs go insurgency are probably not multi core utilized, so faster cores are better, what kind of fps are u getting? is the stutter constant or is it more of an occasional thing where it dips and jumps back?

My screen freezes for like .5 seconds and it happens anytime. Worse at the beginning of a game. It makes playing so un-enjoyable. I expected more out of my build. I knew I should have stuck with console.

I have 2 screens one monitor and one tv. I use the monitor for gaming and tv for like music and stuff. What do you mean by what am I using for hard drives?

The only good MSI AM3+ baord is the 990FXA-GD80. Your board has weak phase power section which leads to thermal throttling under a heavy load.
 
some times the hard drive can cause some loading lag and cause some stutter, but just a possibility. i see no problem using that board with the 8350, especially at stock speeds. that board has a 6+2 power phase and a giant heatsink.

It could be causing the problem, u can try running aida 64 system stress test and see if u get throttling

Prime 95 pushes it to 99% and does not throttle at all. Although im going to link a video and you can see my frequencies going up and down. Is this causing it? https://www.youtube.com/watch?v=-n2cbNyWO-Q&feature=youtu.be

Frequencies going up and down is throttling. If you open up CPU-Z and see the voltage droop and see the multiplier go up and down that is throttling.

It may be 6+2 but the chokes are tiny. Compare them to a good ASUS board like a M5A99FX Pro R2.0 that is also 6+2 and there is no comparison.

Did you watch the video? Its goes down and up. Its not a big drop though. The multiplier stays the same. The frequencys contiously change even when im not stress testing.
