Question CPU Problem

So I have a friend that is trying to upgrade a prebuilt pc, it was a dell prebuilt pc and he has already added a graphics card, ram and new power supply. He got a new CPU too but when we install it, it doesn't connect to the monitor / post. The new CPU is a Ryzen 5 3600 and the motherboard is apart of the prebuilt dell pc, we are pretty sure this is the motherboard: Dell Inspiron 5675 Series AMD Socket AM4 Red Skull Bristol Desktop Motherboard XFRWW 0XFRWW CN-0XFRWW. We think it has something to do with the chipset, we updated the BIOs and such but it still does not work.
Full PC part list:
old CPU: AMD 7th Gen A10-9700 APU
new CPU: Ryzen 5 3600
GPU: RX 580 8gb
Motherboard: 0XFRWW
Ram: 2x8gb stick corsair vengeance
PSU: 600W evga
