Question CPU/RAM Underperforming

Lately my processor and RAM started reading really high %s in task manager, and games I should get 150+ fps in I was getting 40. So I upgraded my RAM(added 2x8gb sticks to my 2x8gb) and then I ran benchmarks. I'm pretty sure the RAM is faultily installed or set up somehow since it's scoring obscenely low on benchmarks and my computer doesn't start properly since I installed it. When I power it up it restarts itself 3/4 times before it actually boots.

Both these benchmarks have actually improved over the past few days, although I think that's just because my processor is inconsistent. Some days it's better than others. I did update the chipset which created small improvement but not much. I checked temperatures and they're fine. CPU 47 and GPU 42 when gaming, and a few degrees higher when doing these benchmarks.

Idk if this helps but on this performance test my cpu actually runs fine in certain areas, but in areas like physics, prime numbers, and single threaded it hits really low.

Nothing is overclocked, but I've had this computer for years and it hasn't had these issues before.

Also my task manager is showing my RAM weirdly, where it shows capacity as 16GB in some places and 32 in others

Your RAM looks like 4x 8GB DIMMs. There may be a mismatch between the 4. Mix and match RAM is always a gamble.
Are you running the RAM at default speeds or are you trying to run XMP ?

XMP. The problems were the same before I switched it, although it was just on auto before so idk if it was XMP.

Remove the new RAM sticks and try it without it for a day. If the issue is not there anymore then those new stick are the problem.

Like kanewolf wrote already if mismatching stick it could lead to this kind of issues.

Are this new stick the same part number than the old ones?

AMD Ryzen cpus (specially Ryzen 1000 series) and some B350 mobos can have strange behaviors with 4 sticks of RAM installed, I can only imagine it will be even worst if the 4 stick are not the same part number or a kit of 4.

I assume you didn't have any of these problems before you added the RAM?
I had both actually. That was the reason for the added RAM; I run a lot of applications and I had assumed they just surpassed 16GB. I didn't run benchmarks on RAM before but I believe it's gotten better; although obviously not as much as would be expected. The processor issue has existed and stayed the same throughout. The only new issue is the booting.
