Question cpu ratio keeps bouncing between 35 and 39

the performance is stable tho but this isn't normal is it? keeps changing between 3.9ghz to 3.5ghz constantly

3.9 is turbo
it will turbo when it can, it wont turbo all time on all cores

it's forced to 39 on all 4 cores but performance is stable, im wondering if this is a monitoring bug or something more tho? because i would probably get big stutter if it kept changing like that for real (tested fps on maxed cpu usage)

max'ing turbo just means it's capable of 3.9 - the core can only run that fast with the others idle (or 2 of 3).
your processor is locked so you're not affecting base freq, it's very normal

turbo is maxed on all cores to 3.9
