Question Cpu ratio won't change

So I followed this tutorial;

on how to overclock my ryzen 5 2500x.
But now when I reset my pc and go into bios again, it still shows the same 38 ratio. It still shows 40 as I set it to in the settings, but not on the hardware monitor neither on CPU-Z. I understand the basics of overclocking, but I have never done it before.
