My AMD Athlon ii x2 640 died a while ago, but i found an E7400 laying around, and im not sure it's really that good, so should i spend some extra money on another AMD cpu or just use the E7400 and save some money?
You should REALLY get a new CPU, Not only would you get an increase in performance, you wouldn't have to buy a new board, Something like a http://pcpartpicker.com/part/amd-cpu-hde00zfbgrbox will preform much better in the same socket as well.

If i remember correctly it's just an MSI 790GX-G65 board that probably needs replacing too. so ill probably end up just getting an i3 whenever i get the money, but i need a cheap replacement for the time being.
