Had to do a clean install of win10 on my msi gl72 7rex laptop. Once it finished my desktop was pretty much useless. I can’t open up the windows icon but I can right click it. After opening task manager I saw my cpu column was red and at 100%. Even when it’s inactive and nothing is running it still say 100% cpu usage. Is there a way to fix this or is it better to reinstall win10?

It’s a laptop i did the Clean install, was done by resetting pc in settings. Now I can’t get into hardly any of the settings like win update or open edge. Norton security works fine and some of the settings if I right click on win logo. In task manager it says the cpu is at 100% even though the things running don’t add up to 100%.
If I run windows updater from the run prompt I get a error saying explorer.exe, package could not be registered.
