Question CPU running at 1550 MHz when stock frequency is 3500mMHz

Hi guys,

My pc has been running at this frequency for so long and I have no idea on how to fix it. I've looked at all the common solutions, in which not a single one of these work.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Why are you using NZXT's CAM? Are you working with an NZXT prebuilt?

I've looked at all the common solutions, in which not a single one of these work.
