Question CPU settings in BIOS are locked on my Asus ROG Strix B760-I Gaming WiFi ?

Hi,
I see that review

with "Configure Power Limits to improve CPU temperature" & "Offset VRAM core voltage to improve CPU temperature"
but that settings are locked in BIOS and i can't change them.
Updated it to the latest version and no clue what to do next
MB - Asus ROG Strix B760-I Gaming WiFi
CPU - i5 13600K
p.s. in BIOS->Ai Tweaker->Ai Overclock Tuner "manual" option is missed.
