The log file still shows constant power limit throttling down to as little as 8W. That is killing performance. These CPUs can run at 30W or 40W in some laptops. Your HP laptop is crippled and there is probably no way to fix it. HP likely uses an embedded controller (EC) to force feed low power limits to the CPU. ThrottleStop cannot fix EC throttling.
