Question CPU speed locking/limiting itself at a specific speed or utilization

I have this issue where the processor locks around 1.30-1.60Ghz. This happens randomly every time I open a game or software. I have not yet figured out the reason for this to happen and I was hoping someone here knows the reason or the workaround on how to find a solution to this issue.

A few ways I’ve found to get it working normally are to wait for it to stabilize, which sometimes happens randomly, or to do a full system restart when it takes too long.

It limits both on battery and plugged.

I have HwInfo installed. How do I check or see if its temperature or power limit? Sorry, I am not too knowledgeable when it comes to this stuff
