Question CPU Spikes to 100%

My pc arrived on the 31th of last month, and since then I've been experiencing a bizarre problem, randomly it goes to 100% cpu usage, and it gets so slow that even audio stutters, not even the mouse cursor moves. It's a pretty powerful pc so it really shouldn't be doing this kinda thing, any ideas on what this is?
CPU: Ryzen 5 3600
GPU: GTX 1660
16GB Ram
Motherboard: ASRock a320-HD

I'll have to check the BIOS version, I don't really understand much about that
The temperature is normal, even when I'm playing games it's pretty cool
The psu is a KCAS Full Range 600w
And I have a hdd

Just checked the BIOS, not sure if this answers your question, but, the ''Microcode update'' was: 870F10/870100A, and the temperature as 70 degrees Celsius

Monitor the cpu speed (GHz) and see if it drops at the same time the usage spike to 100%.

Update, I just saw that the problem only occurs when I'm playing a game and try to open something like task manager or run something as an administrator, if that helps to diagnose what's happening
