Question CPU spiking randomly

For last few weeks my fx 6300 is acting weird. When my computer boots up it goes to 100% usage while I cant find any processes in the task manager thats using that much cpu to result in 100% usage. I have even tried process explorer but still nothing. When I am playing games like CSGO my cpu is spiking and causing lags as CPU usage is 80+ where as in the task manager csgo process is only taking 40%, and also my gpu usage is very low at 20%. I have tried clean installation but the same thing is happening. I tried my linux distro and using top when i saw the processor usage ,guess what 80%? freaking 80% ! I am lost here i cant find any solutions please help! its hurting my head , I cant afford a new machine at the moment and there is lost of project work left and a csgo tournament is also coming and I am unable practice :(

The recent incident that happened with my machine:
  • I installed a cpu cooler last month but while doing so some cooling paste fell on ram slots and currently slot 1 and 3 are not working. I am using slot 2 and 4 for my ram but in default mode it is clocking to 1333Mhz where my rams are 1600MHz so I manually set it too 1600MHz.
  • I bought a cynosa chroma keyboard that doesnt have any on board memory.
  • I purchased a ssd to use as my system drive.
Please help me I am lost here....please!

Full system specs? Motherboard, memory kit model, PSU, graphics card, BIOS version?

Processor FX6300
Mobo: Gigabyte 78lmt usb3 rev 6
Ram: 4GB Corsair value select 1600mhz * 2
HDD: Gigabyte 240 ssd and seagate barracuda 2tb hdd
Gpu: Msi gtx1050 afterburner edition
Psu: Corsair vs450
don't know the exact bios version but it was the latest one
 
Your memory should be installed in the DDR4_1 and DDR4_2 slots, which are the second and fourth slots away from the CPU, for this, and pretty much EVERY consumer motherboard with a dual channel memory architecture that has been released in the last ten to fifteen years. If you cannot run the memory in those two slots, when two modules are installed, then either the motherboard is faulty, there are bent pins on the CPU or the CPU cooler is not evenly mounted and is causing the CPU to "cock" in the socket and either breaking a required connection on one of the pins or shorting one of them out. It's also always possible that a motherboard standoff is in the wrong spot under the board but usually that is only an issue after a new built, otherwise you'd have known it had that problem long ago if it's been working normally for some time, but maybe not in EVERY case, as it could take a while for vibration and movement to create a short through the covering on the traces. Unlikely in this case. Other factors are more likely.

I'd say your problem is more not using the correct slots. Try slots as intended by the manual for your board, as follows. If it doesn't work, then there IS a problem somewhere with either bad memory, bad motherboard or something CPU related. Or even memory not fully seated.
