Question Cpu stays at low usage 15% and gets only 4 fps in CSGO

i just upgraded my pc from a ryzen 3 2200g to a ryzen 5 5600x i also installed new bios. But my cpu doesnt go above 15 procent i think its something with the bios,
i didnt change anything from the bios after updating it.

Pc specs:
Ryzen 5 5600x
rx560
motherboard: MSI a320m pro vh plus
ram: 16gb ddr4
650 watt powersuply
1gb hdd

i know my cpu is being bottle necked i am upgrading the gpu soon

motherboard: MSI a320m pro vh plus
BIOS version at this moment of time?

ram: 16gb ddr4
Can you mention the make and model of the ram kit(assuming) used?

i also installed new bios
Did you clear the CMOS once you've verified that the BIOS was flashed successfully?

its a corsair vs 650 watt powersupply

bios version is: 7B07v3I5(Beta version) thats also the version that works the best with my cpu i have researched it

Ram: its corsair ddr4 ram 3200mhz 8gb i got 2 sticks of ram in the system

CMOS i did clear the cmos before the bios was flashed but not after going to try that NOW.

btw the system is older 4 years in the 4 year ownership i upgraded the ram from 4 gb to 16gb corsair ddr4 3200mhz ram and the GPU from integrated graphics to rx560
