CPU Stuck at 100% Load

My CPU automatically goes to 100 percent load at startup. This issue is resolved for a short time if I change my power plan to a different plan. After a few days my CPU goes back to 100 percent on the new power plan, causing me to switch to a new plan I haven't used before.

This issue is causing me to duplicate a plan I haven't used before multiple times, so that I can switch to them as the previous plans I use get "infected" by the 100% CPU issue.


Basically this is what happens:

Use plan 1 until CPU hits 100% >>> Switch to plan 2.

Use Plan 2 >>> Duplicate plan 3 for future use since I haven't used it yet.

Plan 2 stuck at 100% CPU >>> Switch to plan 3 duplicate.

Use Plan 3 duplicate >>> Duplicate plan 3 again, to switch to later.


I have tried to go to the advanced power options for each of the plans to "Restore plan defaults" but that button is greyed out, even if I select the link "Change settings that are currently unavailable".
If anyone can help me it would be greatly appreciated.

I ran a scan with Malwarebytes. Nothing was found.

I took another screenshot with some additional monitoring methods.

HWMonitor and Process Explorer are showing a much lower CPU utilization. Yet, my CPU temps and clock speeds seem to reflect that the CPU is actually under 100% load.
 


Understood.

This issue has been going on for a while now. Since it started I have done a clean install of Windows 10 and a "reset" of the OS without any results. After the reinstall the problem presents itself within a day or two.

Also as a side note, I did recently install the Elgato HD60 Pro. Could that being in my system cause this issue?

Like a stated in the original post, the issue resolves itself for a day or two if I change the power plan, but constantly duplicating the power plan and waiting for the current plan to break isn't very productive.
 
Check temp of your CPU
If this is desktop PC try to check if any dirt on the CPU (I personally got this problem and i fixed it by cleaning CPU) but be aware while cleaning it just use a small piece of dry fabric
Did you overclocked your CPU?
If any of above didn't work try changing you current OS to Windows 8.1 or Windows 7
Did you replaced the CPU or it came stock with the PC?
If you replaced it then check if Thermal paste on place
also check for thermal paste from time to time

If that is the case, then it is causing my fans to accelerate and CPU temps to increase. Is there any way to correct the reporting?
 


Ya, if I close everything I can at the moment it still show that percentage.

Its like task manager grabs whatever application I am using and makes the usage sky rocket.
 


Speccy is safe to use and i use it often its created by trusted manufacturer which is Pirform
anyway as SR-71 Blackbird said Malwarebytes is tearing it up
try unistalling it and look for CPU usage

Then this one is a duplicate of the High Performance Plan which I am currently using. I expect it to show the 100% CPU in less than a day, as it has happened every two days since October 10th.

Sure is. Task manager seems to grab random applications and assign them an outrageous CPU load value. If I close Malwarebytes then the crazy usage goes to Google Chrome. If I close Chrome, It goes to whatever else I have open at the time.
 
Check your Power settings (laptops only). If you're using a laptop and aren't plugged into a power source, your computer may be automatically running slower to save your battery. Adjusting your power settings can help increase your processor's capabilities, but will also lead to shorter times between charges.
Open the Control Panel and select "Power Options". If you don't see this option, click "Hardware and Sound" and then select "Power Options".
Click the "Show additional plans" option to expand the list.
Select "High performance". Your processor's entire capability will be unlocked if it wasn't already.
