My CPU automatically goes to 100 percent load at startup. This issue is resolved for a short time if I change my power plan to a different plan. After a few days my CPU goes back to 100 percent on the new power plan, causing me to switch to a new plan I haven't used before.

This issue is causing me to duplicate a plan I haven't used before multiple times, so that I can switch to them as the previous plans I use get "infected" by the 100% CPU issue.

Basically this is what happens:

Use plan 1 until CPU hits 100% >>> Switch to plan 2.

Use Plan 2 >>> Duplicate plan 3 for future use since I haven't used it yet.

Plan 2 stuck at 100% CPU >>> Switch to plan 3 duplicate.

Use Plan 3 duplicate >>> Duplicate plan 3 again, to switch to later.

I have tried to go to the advanced power options for each of the plans to "Restore plan defaults" but that button is greyed out, even if I select the link "Change settings that are currently unavailable".
If anyone can help me it would be greatly appreciated.

Here is a Windows Performance Record for the CPU.

Also, a screenshot of a few CPU monitoring methods while the trace was running.

Nice, I'll keep that in mind.

But I did a system reset. all of my power plans are fine for now. I am going to only reinstall the bare minimum of applications to get me through my normal day. This is so I can try and narrow down what the issue is if it presents itself again like the last time I did a system reset.

I'll give it a week. If nothing bad happens I will begin reinstalling everything.

If you guys could still look into this issue it would be great.

Good luck

Hey i have the same Problem as You, its 100% a Windows 10 Bug, in my eyes this System is still in an Early Access/Alpha State , and its a joke that Microsoft actually calls this a release since a few months LOL.

DX12 still cant be used in Games, developers are too lazy to fix Drivers or use/Code in dx12 api, postponing it everytime or just completely skipping dx12. even tho dx12 basically exists since july i think?

I reinstalled Windows 10 4 Times (even with formatting my System ssd) , and then only installing updates, or avast and updates.
no matter what i do, the energyplan / cpu usage gets infected after some random amount of turning the pc on/off or using it.

i really dont get this bug, but im totally sure its either related to avast or some Drivers or Windows 10 itself. and imo its very likely that its Windows 10 cause i never had this Problem on Windows 8.1

btw i always install with all that "SPYING" "sending to Microsoft BS" TURNED OFF and other than that i only unplug my SSHD for clean install on my ssd and unplug my lancable just for a nice offline clean install.

So the issue happened again. But I believe I have found the cause or at least something related to the issue.

My CPU returned to 100% RIGHT AFTER Skype crashed.

Here is some information from the Event Viewer:

I have tried uninstalling/reinstalling Flash but it is integrated into Windows 10 so that's a no go.

Any thoughts on this?

So, I have this same issue as of late. Same workaround works for me for a bit, but eventually goes back to being weird. I'm on a fully custom watercooled system, and when this particular bug acts up, my CPU in taskmanager jumps to constant 100%, and my CPU Temps go from an idle temp of 31c to anywhere from 45c-58c. When I reset the power settings, the CPU in task manager goes back to normal, and my temps drop back to normal.

KEY ingredient here that the three of us have in our Windows 10 systems.... The new Elgato HD60 Pro!!! AND ever since I've had the thing, this issue popped up sometime afterwards.

I am SO GLAD I am not the only one with this issue. The recipe seems the same for the three of us. Although I wouldnt wish this on anyone I'm happy Its not an isolated issue.

I believe it might have something to do with the BETA drives that Elgato pushed out for the HD60 Pro.

If I might ask, what driver are you guys using for the Elgato HD60 Pro? Im using the BETA 64bit version.

The real issue is that windows 10 is terrible, and should have never been put in the wild, every single person i know that has installed windows 10, has had major issues with it, including myself.

Windows 10 just seems to absolutely go awol anytime there are drivers or programs that it does not like, despite those programs working correctly on 8.1 and 7.

Obligatory windows 10 bashing aside, try removing the elgato drivers, and then the card itself and see if that resolves the issue.

Just change this bug full and terrible Windows
and you will be fine!
I got a lot of bugs on this Windows like start menu doesn't show when click
start button and task bar icons is completely unuseable
and after 2 weeks from this bugs the Windows unable to boot and lost all my files on it!
I'm using Windows 8.1 for now its good and bugless.
